QUEZON CITY, November 22, 2024 – The Philippine National Police (PNP) and Phil-Tower Consortium Inc. (PhilTower) have formalized a landmark partnership through a Memorandum of Understanding (MOU) to enhance telecommunications infrastructure and community safety throughout the Philippines. This strategic alliance merges the PNP’s public safety mandate with PhilTower’s technical expertise, setting a new benchmark for community-focused technological advancement.
At the core of this partnership is a shared vision: to deliver essential telecommunications services without compromising public trust or safety. “As digital reliance grows, safe infrastructure becomes more crucial. This MOU marks a significant step toward combining service with innovation,” declared PMGEN Mario A. Reyes, PNP Director for Logistics.
Under the agreement, both organizations will conduct site inspections and enforce stringent compliance checks, ensuring that each telecommunications tower site maintains highest safety and security standards in line with PNP and national regulations. This dual-layer verification guarantees that communities can rely on these structures to be secure, safe, dependable, and resilient.
Kalvin Parpan, Chief Government Relations and External Affairs Officer of PhilTower and MIESCOR Infrastructure Development Corporation (MIDC) highlighted, “At PhilTower, we have consistently upheld stringent security and safety protocols in managing and operating our telecommunication tower assets. Our dedicated security team, comprised of seasoned experts who are former stalwarts of the Armed Forces of the Philippines (AFP) and alumni of the Philippine Military Academy (PMA), brings unmatched expertise in risk assessment and the implementation of robust security measures. This partnership with the PNP further strengthens our security framework, underscoring our unwavering commitment to safeguarding critical infrastructure with precision and superior protection.”
“PhilTower has always prioritized the safety and stability of our assets. Our towers are constructed with the highest safety measures, earning community confidence. These towers aren’t just utilities; they are assets serving the community,” emphasized Devid H. Gubiani, President and CEO of PhilTower and MIDC, underscoring the company’s commitment to a human-centric approach.
PhilTower, a leading independent tower company in the country, has recently consolidated operations with MIDC to form a powerhouse in the telecommunications infrastructure sector. This newly combined entity leverages the extensive assets and expertise of both original companies, positioning it as the strongest player in the industry, and boosting its ability to serve communities nationwide. The signed MOU now encompasses and benefits both companies’ assets, ensuring unified support under the new collaboration. “With this, and the partnership with the PNP, we are committed to fostering development and ensuring secure, reliable connectivity for all, bringing the advantages of advanced infrastructure to every corner of the nation,” added Gubiani.
A significant objective of the MOU is to bridge the digital divide by extending services to underserved areas especially in areas where the PNP is operating. Enhanced digital connectivity paves the way for greater access to education, employment, and essential government services, fostering a more inclusive society. This initiative transcends infrastructure; it’s about building pathways for growth and development.
Community engagement is a key element of this initiative. The PNP and PhilTower plan to conduct joint workshops and outreach programs, ensuring that residents are informed and actively involved. “Transparency breeds trust, and trust is the cornerstone of our company,” affirmed Parpan, stressing the importance of nurturing public confidence.
The partnership also optimizes public resources by utilizing PNP-owned properties for critical infrastructure while complying with highest standards. This collaboration is designed to evolve, with the potential to integrate advanced ICT solutions and communication tools that support both public safety and digital connectivity.
Through this initiative, PhilTower and the PNP have created a blueprint that places public safety at the forefront of national development, demonstrating that innovation and trust can advance together.
